QUETTA: Chief Minister Balochistan, Dr Abdul Malik Baloch has said that up-coming budget would be prepared after thorough consultation and collaboration of coalition partners and political parties.
“Law and order, education, health, agriculture, irrigation, livestock and fisheries would be given more priority in the budget 2014-15,” he expressed these views while chairing the cabinet meeting at Chief Minister’s Secretariat here on Tuesday.
He stressed upon preparation of proposals for insertion of schemes in accordance with the requirement of people of Balochistan in federal PSDP.
In order to finalize the budget proposals, a sub-committee comprising representatives of coalition partners besides preparing provincial budget on emergent basis would also devise proposals for federal PSDP.
Chief Minister Dr, Abdul Malik Baloch urged that the members of the sub-committee should prepare all proposals according to the verdict of Supreme Court.
The meeting also reviewed PSDP 2013-14 and stressed for early completion of projects and schemes started for the welfare of the masses. “The public amount should not be wasted in the name of expenditures,” Chief Minister stressed, adding that transparency in all projects should be ensured at any cost.
The provincial cabinet also approved the bill for construction of Borstal Institute for Juveniles under custody. Besides, the cabinet also approved the amended bills of Balochistan University of Information Technology and Management Sciences, Balochistan University of Engineering and Technology and bill of Child Protection.
Meanwhile, talking to Dr Mukhtar Ahmed, chairman of Higher Education Commission (HEC), Chief Minister Balochistan said that development of educational sector of Balochistan is the topmost priority of his coalition government. He said that government is taking serious steps to ensure quality education in the province.
HEC chairman told Chief Minister Balochistan that HEC intends to establish its regional office in Quetta and sought help of provincial government in this regard. He said video conferences would also be held in the varsities of Balochistan.
Chief Minister said that if HEC gave 400 scholarships to students of Balochistan within the country and 200 students in foreign institutions the educational backwardness could be wiped out from the province. “Government has announced educational emergency in the province to bring this sector on its right track and making efforts to achieve the set goals,” he added.
He appreciated that first time in federal PSDP 80 per cent of funds have been issued to Balochistan on stipulated time, adding the HEC in order to get the desired results should introduce a clear monitoring system and mechanism.
